When is a Phase I ESA Alberta (Environmental Site Assessment) needed:

Phase One ESA is a report that summarizes information from all possible sources that could identify any contamination for the subject land (site). This research includes researching: aerial photographs and interpretation, researching the town or city records and all government records and interviewing the neighborhoods around the contaminated lands. This report provides information regarding the extent of liability associated with the subject land. This way the buyers of industries/shops/residents within potentially contaminated land have an environmental legal proof of how much liability they are getting themselves into. Also, banks and financial institutions award mortgage based on recommendations of Phase One ESA report.  The standard utilized is in accordance with CSA Standard Z768-01 Phase One Environmental Site Assessment and includes Record Reviews, Site Visit, Site Interviews, and Evaluation of Information and preparing a final report.

In summary Phase One ESAs involves:

  • a site visit to identify visible evidence of contamination sources or actual contamination (no actual soil or water testing is carried out); and
  • establishing the need for a Phase Two ESA.

The primary objective of a Phase II Environmental Site Assessment (ESA) is to define the nature and extent of any environmental impacts at a site through an intrusive sampling testing program.

  • Collection of soil, groundwater, surface water, sediment samples and/or vapour samples as applicable
  • Laboratory chemical analysis for relevant parameters of samples for contaminants of concern at an accredited third party laboratories
  • Groundwater elevation surveying and establishing groundwater flow direction and velocities;
  • Field and laboratory data interpretation and a data quality assurance/quality control review
  • Comparison of site-specific concentrations with regulatory criteria
    Horizontal and vertical delineation of contaminated soils, groundwater, soil vapours, sediments
  • Interpretation of data and the preparation of a comprehensive factual report.

Cities are expanding past their old boundaries and using the land that once was used by oil and gas wells and/or facilities.  Therefore, upstream oil and gas search needs to be included in Phase I Environmental site assessments (ESAs) and are routinely used to determine the environmental condition of a property. Specifically, the objectives of an Environmental Site Assessment are to:
• determine if there is reason to suspect that contamination has occurred;
• identify the nature of contaminants;
• define the distribution of contamination in the environment, including air, water and
soil;
• determine the risk from the exposure to these contaminants; and
• evaluate the possibility of mitigating these risks.
